The member secretary of the National Sports Council (NSC) will now be appointed by the Council of Ministers.
The new provision for the appointment of member secretaries has come after the National Sports Development Bill, 2075 BS was passed by the National Assembly on Wednesday.
Earlier, the appointment of the member secretary was being done directly on the recommendation of the youth and sports minister.
In a meeting of the National Assembly on Wednesday, Youth and Sports Minister Jagat Bahadur Bishwakarma had submitted a proposal to re-pass the bill passed by the National Assembly and sent to the House of Representatives.
The bill has been passed unanimously in the National Assembly. Earlier, the bill passed by the National Assembly in July last year was passed by the House of Representatives in the third week of March.
According to the bill passed by the National Assembly, Rakhep should be 30 years old to become a member secretary.
The bill also stipulates that the person must have worked in the field of sports for at least five years and have passed the bachelor's degree. The sports bill passed by the House of Representatives and the National Assembly will now come into force as an act after the President certifies it.
The bill provides for a three-member committee to recommend Rakhep member secretaries. The coordinator of the committee will be the secretary of the Ministry of Youth and Sports and the members will be a sports expert and a woman.
The committee will recommend the names of three suitable persons, including a woman, to the Ministry of Youth. The Ministry will submit the name of one of the members recommended by the committee to the Council of Ministers for Member Secretary.
Provision has been made in the bill to appoint a person deemed appropriate by the Council of Ministers as Rakhep Member Secretary. The term of office of the Member Secretary shall be four years. There is a provision for re-appointment for another term.
For the first time, representatives of Nepal Police, Armed Police Force, Nepal Army and Federation of Nepalese Chambers of Commerce and Industry have been made mandatory in the Rakhep Board. A seven-member executive committee has been set up to run Rakhep.
The bill stipulates that the coordinator of the committee will be the member secretary and the members will be the head of the sports division, two including one woman nominated by the chairperson from among the members of the council, two including a woman nominated by the council and the chief secretary of the administration division of the council.
Similarly, the bill stipulates that Nepali athletes participating in Olympic, Asian Games and South Asian formal sports competitions or world-class sports competitions organized by international sports federations and federations will be recognized as international athletes.
National level players will be Nepali players who have participated in the national sports competition organized by Rakhepa. The bill has established volleyball as a national sport
